PDF without PDF/UA identifier Accessibility Checkpoint

Description

The metadata stream in the Catalog dictionary does not include the PDF/UA identifier.

Help

The PDF/UA identifier attests that the PDF is ISO 14289 (PDF/UA) compliant and has passed all manual and automated tests in the Matterhorn Protocol. It should be added as the final remediation step, after manual testing is complete, to say the document has been tested and is conformant.
